The whole issue with restricting H1-b visas is a little bit excessive. If the true concern is ensuring American employment over foreign then the tech field is not where the energy and efforts should be focused! Furthermore, there are not enough of these types of visas issued every year to make an impact in the market anyways. I blogged about this recently as well:
